I found out fuel pressure regulator had it's vacuum line disconnected, what's the chances of it being damaged?

Recently i found out the vacuum line to the fuel pressure regulator wasn't connected to it at all, it was connected randomly on the intake manifold. I'm wondering if this damaged the fuel regulator pressure sensor? I been having to turn my car on twice as first time I crank it up it starts up and dies on me. Then I crank it again and it starts up .

Without a working intake vacuum referenced fuel pressure regulator the AF ratio will be chronically rich at idle. This is needed.

Turn the key on/pause/off several times WITHOUT cranking. Does this improve starting? If so, suspect fuel pressure leak down as the problem.
