I think my Timing Adjuster is on it's last leg, anyone have this problem?

ok it's finally getting warmer up here in Wisconsin(40's-50's and rising) and I decided to bump my timing back up to 15/16 degrees. same thing happened that happened last summer when I tried "easily" turning the dial and adjusting the timing. It's NEAR impossible to move the plate/dial! i have to use a flathead screwdriver and press it against where I want it to turn and use a hammer to turn it. I can't turn it with my hands, it's like it's stuck or rusted or something that it wont turn, has this happened to anyone with their Timing Adjusters!? It's very frusterating to spend 30 minutes to adjust your timing 2 degrees. anyone have any suggestions? Thanks.
