Indicator/warning Lights Not Working - 06 Mustang - Please Help!

Hello all,

I recently moved to California and went to have my 2006 mustang smog tested today. However, when the tester went to start my car, he noticed that none of my indicator/warning lights come on when you first turn the key. The lights not working are:
-Check Engine Light
-Low Oil Pressure Light
-Emergency Brake light (My mustang is a manual)
-Door Ajar Light

Turn signals work fine, as do the emergency flashers.

My first thought was that I had just blown a fuse, so the tester was nice enough to test all of the fuses on top of the battery, and they all appeared to be good.

When I got home and started researching, I learned that there is an additional fuse box, the Smart Junction Box in the passenger kick panel, so I located the two fuses (a 5 amp and a 10amp) that belong to the instrument panel. I swapped these fuses for others that were there in the SJB to see if one of the fuses was bad, but no luck.

Please help!
