Let's talk power steering...

After getting a $1500 estimate to fix my $3000 98 mustang v6, I decided it was time to learn to perform some advanced auto repair myself. By far the most expensive fix was to the power steering/rack and pinion system. I'm told by the mechanic that there is a leak of power steering fluid, and a loose tie rod end. What's the best way to check for this/ repair it? Cursory inspection on my creeper didn't reveal any massive river of power steering fluid, but I wouldn't know what to look for. Help me out, stangnet.

I found a rack and pinion system on Rockauto.com for about $300, if need be. But what system is the culprit here? :shrug:
