Manual Valve Body? Streetable???

Looking at buyng a fairly unmolested 88 GT. Only thing I dont like is that it has a manual valve body in the tranny. Can anyone explain this setup to me? Is it truly streetable? Can the valve bocy be chaged while the tranny is in the car? Let me know your experience. Any help is appreciated.
