I looked at a 98 mustang gt and when i turned on everything was working good and everything but when i turned it off i think the gas gauge neadle stayed where it was when it was on and so did the gauge above it is this supposed to happen.

Give us more info, are all the needles doing the same, its possible that you might have a faulty gauge and or gauge cluster. You can get them used for cheap. Do you know how to use a volt meter, make sure you're getting power to the fuel gauge before buying one.:flag:
 
Not too sure about the '98s but on my 99, when I turn off the car, all the needles go to their "rest" position (which is to the left).
I know that some cars (like older taurus's) the gas gauge stays in the same spot when the car is shut off...
I'm sure another '98 stang owner will chime in
