oil line hole

I'm planning on rebuilding a turbo engine with a n/a block. And I am wondering if I should do the hole in the block where it is normaly on the turbo block, or in the oil pan? If I decide to do it in the block, is it possible that I will not be ending in the oil pan, but in a prestone(water) spot?

If you know what I mean?

drain hole

Only 2 rules that I have heard are...Large diameter drain tube, back pressure on the turbo oil supply is a bad thing. Also, drain hole must be above the oil level line. Stock setup is this way and I have heard this repeated by builders that I think are bright.
