That's a Chevy OEM filter mount. You know.... the one against the frame rail on the bottom of the truck?

They are good for one thing and one thing only. Cutting them the fk off so they can be relocated to someplace that makes sense (unless you in live like Florida or Arizona).

Nothing wrong with that spot. (Says the Texan who doesn't have to worry about rust issues.)
 
Unless there's something I don't know about the chamber routing on that muff, THAT setup will not spin the turbine. If you look, the muffs are mirror image, but the plumbing is not.

The tailpipes run straight to the exhaust housing and then the downpipes dump into the open "muffler" part on the outside.
It gets passed around as something stupid but it's a pretty trick setup for what was being attempted.
