Electrical Passenger Window Works Intermittently

Sometime the passenger window doesn't want to move, especially when it's down and I'm trying to get it to go up. I've installed a new switch on the passenger side panel, and new window motor. When it doesn't work I've checked voltage before and after the switch (with it depressed of course) and I'm getting ~12V. However, despite this, sometimes the window won't go up. You don't hear the motor trying to work, just nothing. It will do it regardless if I use the switch on the driver's or passenger's panel.

If I'm getting electricity to the motor, and the motor is new (so the regulator plugs in the gears aren't broken) what am I missing? I don't want to get my door panel all back together and installed, just to have this window work sometimes.

Have you bench-tested it with your own fused 12V supply (in case something is goofy in the wiring for whatever reason)?
