Power Lock Issues

I have a 199 7 Mustang GT when I got the car the power locks and windows Control pad on the passenger door we're down inside of the doorI pulled them up and they Were pretty beat up a friend said no problem he could fix it so apparently what he did was cut the old wiring harness and tried to rewire the new one with just aelectrical tape now the power locks act like they have no power to them the window works fine just not the locks however my keypad on my keys will unlock it but will not lock it any ideas
