Questions concerning a C4 tranny

I just had a C4 rebuilt for my car and have some questions. First of all it has an aftermarket 3500 stall converter in it. Its smaller than stock so I'm assuming it holds less fluid than a stock one. My first question is how much fluid should the transmission and converter hold. My second question is about what the guy told me at the transmission shop. He said that instead of getting a manual valve body that I could just leave the vacuum line off of the modulator. When I do that It only shifts from first to second. When I shift to third it just revs up as if I went to neutral. He said something about screwing something in on the modulator to make it shift harder. The car is a street/strip car and I would like it to shift as hard as possible. Thanks for the help guys!

P.S.
Also we put 6 quarts in it and it started to overflow so we stopped. Then when I took it down the road it ran fine but when I got on it, it put out a nice long smokescreen. Please help thanks again!
