Need help on restoring the decal that is on the hood of the 69 Mach 1? Any ideas?

It is actually painted ,there are stenciles for this . You can get them from most parts vendors

Should not have used the word decal in the description, sorry! The information I am looking for is there an effective way for removing spots off the matte finish, have tried matte finish cleaners with not much luck.
