I bought a new speedometer cable and the correct speedometer gear for my 4.11 gear car. & its Still not reading right. It bounces like crazy. I changed the speedometer from 85 to 140. Could that be the problem?
If you lubed the cable and are absolutely sure you did not bend the cable end during installation, I suspect the speedometer head is worn or needs cleaning. The dealership had an old can of liquid graphite for the occasional cable installation because the cables come packaged dry, and the lube pack is often missing from the box.

The packs used to be a pack of some green goo. Anything oil or grease would need to not thicken up at at cold temps. That’s why graphite is a good idea.
In a fifteenth car, the inner cable end was bent during installation, and it gave the speedometer a severe palsey. It sounds more like a drag somewhere in your case.
