They're technically splash shields. They don't do a damn thing to keep brake dust contained. Their main function is to keep water from splashing onto the back of the rotor in the rain. That's all I have to add here. Oh, SN95 spindles are awesome.

That is correct. They are designed to keep water spray off the rotor face
