Sputtering Under Load At Low Rpm (<2k)

As the title says, under load and at low RPMs, there is a consistent sputter, almost like a misfire, that goes away at higher RPM. Idle is smooth. No codes thrown.

Car is in the sig. Stock coil packs, stock injectors. Wires are new-ish. Plugs, not sure. Fuel filter is new.

What should I start checking? Would this kind of sputter be more related to fuel delivery or spark? Thanks.

On my 2003 GT mine would do that exact thing and i changed the fuel pump and filter then it ended up being the coil packs because they were stock. never threw a code but that solved the problem

of course the 99-04 have a coil pack per plug on the v8 but it still would be a place to start plugs and coil packs
