Steering Rack & P Mounting Issue.

I got a new rack &P and the new bushings are wrong. They came with a metal insert but even if I take the old inserts out the mounting bolt is to small for the insert. Its an I/D issue. If I dont use the metal inserts that came with it the rubber bushings I/D are to large. If I use the new bushings with the new insert then the inserts I/D is to large. Anyone run into this issue? I am ready to bolt it up but I dont want play in the steering. Help.
