Stupid (simple Question?) High Beam Placement

Hi all,

We have a 1965 Mustang coupe with 4 headlights on the front, 2 regular placed headlights and two in the grille area. My question is:

Are the high beams supposed to be on the inner or outer headlights?

Currently, they high beams are on the outside and the lows on the inside which seems odd to me.

the lamps in the grill area are not high beams, they are fog lights. the outer lights are a high/low beam design.
