the 2 wires at ignition coil

i tested the two wires at coil while the wife cranked it over and i only read 9 volts and it stays there through cranking....i think it is supposed to bounce from 12 volts to 0 in rapid succession am i right????does this mean my coil is bad??

The positive wire to the coil has constant key-on power. The ground to the coil is modulated (to make the coil fire and stop).

If you were testing power to the coil with a meter biased across both wires, the reading will be off because the ground comes and goes. Use the negative battery terminal to ground your meter and test for accessory 12 volts to the coil.
