What do you mean by universal? It works on a number of different versions of the EEC IV and V, what it can and cannot modify varies by which processor you have. It works great on 94/95 Mustangs.
The full meal deal (R/T version) costs $550. It will allow you to change the EEC calibration -- timing, fuel, and much more. The R/T version also provides real time datalogging.
i've been looking into buying a tweecer how easy/hard are they tune? i'm not that computer smart but being able to tune myself seems to be a real nice feature.
From what I understand its fairly easy to learn the basics, but once you get more in depth the learning curve is pretty steep. I don't think computer smarts is as important as car smart when using a twEECer.
