Vortech Bypass valve vacuum

Vortech's manual says to connect the vacuum line for the bypass valve to the manifold vacuum tee. I'm thinking that the bypass should open when the the throttle plate closes and the air pressure builds up agaist the throttle plate. When the throttle plate closes the manifold will quickly go into a vacuum anf the bypass valve wouldn't open.

Would it be better to connect the vacuum line for the the bypass valve before the throttle plate to sense the build up of pressure or am I wrong about this theory?

All you need to do is hook it up to a vacuum source. It doesn't matter how good the source, as long as it's a vacuum source. You're tapping into internal engine vacuum, not the vacuum of air going into the engine.
