Taillight Panel Install some body work...

My taillight panel is rusted away to nothing almost, I seen there not too Expensive so going to buy a new one, Does anyone know if this needs welded in or does it bolt in? I cant tell. IM also planning on getting a new rear bumper, are these a pretty simple install? And my last question is whats the best way to strip the old undercoating out of the fender wells down to the metal, I want to clean them up, and is there anyway to clean up old crappy looking but solid control arms?

You must drill out multiple spotwelds to remove the taillight panel...it can be a big pain in the butt. One mustang monthly did an article but I havent a clue which one. Rear bumper installs are really really easy. As to the undercoating sandblasting would be the best way. Control arms...just degreaser and steel wool then sanding and paint
 
Just take your time and remove the welds ,and yes you need to weld the new panel in. The bumper is easy to install if it is like a 68, just make sure you have the same clearance on both sides, also make sure and put some dum dum around your bolts so water won't get in
