Fuel and Carburetor Problems ... HELP!!!!

ok so,
The engine is turning over, but its not starting.
what is happening is that when I turn the key, The carburetor makes a squeeking noise, and smoke shoots out of the carb. At one point, I left my foot on the excelerator and FIRE shot out of my carb.
WHAT IS WRONG??????

Well,
we cleaned out the carb with carb cleaner, but before that we sprayed down the engine compartment. So maybe water got into the carb, but we took it off and cleaned it all out. It is out of time, but I dont know which connection on the Distributor cap is for the first cylinder.

The #1 terminal is usually at the 1 O'Clock position on the dist cap. Usually cast into the cap as well. Rotation is counterclockwise. Firing order is most likely 1-5-4-2-6-3-7-8. Or maybe if someone swapped in a later cam, it would be 1-3-7-2-6-5-4-8
 
Has the plug wires been removed and put back and has the dist been out? If not, it is probably a water problem. To advance the timing, turn the dist clockwiseif it is a V8. Counter on an I6. I din't read what engine you have.
