are those high beams, or fog lights

yep, i get it too. people assume that since there are 4 big lights mounted up high that they MUST be the high beams, even though most low beam lights turn off when the high beams come on. this is not 1970 anymore. to solve it, i use just the fogs in town. (the blackouts make the lowbeams useless anyway, but i take them off for road trips out of town)

It may be because many "fog/driving" lights aren't aimed toward the ground the way they should be. Which makes them "high beams", I haven't encountered many 05-06 GT Stangs on the job ( yea I drive an 18 wheeler:D ) but I've noticed many other vehicles ( mostly the newer Chevy pickups) that also are similarly equipped with fog/driving lights which are aimed toward the sky and oncoming traffic.

yeah, but the mustangs fogs barely light up the street in front of you, let alone blinding other drivers. when i have just the fogs on, i have zero problems. if all lights are on, then i get "the flash".

Yeah I've had the same problem..it is frustrating. I've gotten to where I hardly ever use the fogs because of it. I get tired of having to flash my high beams at everyone that flashes me, so they understand I don't have my highs on. It's not a problem for me in the city, but out in the country every other car flashes me when my fogs are on.

Yep, same problem here. However, I do see a difference at night between only having the low beams on and the low beams with the fogs. I'm pretty much in the country and the two lane roads are very dark. I get flashed all the time. I just expect it now and look down to the right side of the road when a car is coming.

What do the local laws state for usage of fog lights when meeting oncoming traffic or following people?

Where I am, it is AGAINST the law to have fog lights on when MEETING or FOLLOWING other cars. If your laws are similar, I have no sympathy for you.

No law against fog lights in the lower 48 that I'm aware of.

A quick google search, showed me that Tennessee, New York and Illinois all have laws regarding this, I don't feel the need to go and see how many of the other lower 48 do or not. Quite frankly, the way I see it, it is inconsiderate on your part to have them on when meeting other cars to begin with.

I generally drive with both the low beams and fogs on and I rarely if ever use high beams. I was wondering if anyone else got flashed at, b/c it seems like at least one person will flash their lights at me if I am out at night. I was worried that my lights were aimed high at first like D.Hearne said, but after checking them it is easy to see that they are pointed at the ground. I just politely flash back in order to tell them "no, THESE are my high beams." LOL.

Many car have those daytime running lights that are postioned to look like fog lights. Suck for them if it's illegal since you often can't shut them off.

I just use my fogs in the evening instead of the headlights. When it gets dark though I shut them off and just use headlights.
