High idle rpm on cold start - whats normal?

I have recently purchased a 2005 Mustang GT. The only engine modification is a SCT 'Strategy' flash tune for a JTL cold air intake and filter (these mods were done by previous owner in the US, I am the second owner in UK and all I really know is that the install and tune were done by Evolution Performance).

My question is this, on a cold start the engine revs to 2500rpm and sometimes more and hangs on to this for about 10 seconds before it starts to drop to 2000, at which point it then starts to hunt up and down between 2000 and 2500rpm. I find if I very gently tap the throttle it comes down to around 1100rpm after about a minute from start. I have read on the forums of others experiencing something similar but not at such high revs. It is colder here in the UK but this still happens even when it is relatively warm during the summer months.

Is this normal or could this be to do with the tune? I don't like to rev the engine too high when cold.
