So the rear bumper cover on my 98 gt isn't on par with the rest of my car. Anything I can do to cure its dull appearance and shine it up a bit?

Got a minor problem. When I turn the A/C on in my 98 GT it blows cold for about 3 minutes then it starts putting out a smell like burning oil and it seems to blow like only the vent is on. Any ideas? I'm thinking it's the compressor, but I really don't know. I don't even know where the...
