What do I test to know if the ECM is switching from open to Closed loop?

True, but till the engine reaches a pre programmed temp, not running temp. The computer has to receive multiple signals before switching to closed loop, the O2 sensor is just one of them, coolant temp is another, they all have to be reached before fuel trim is adjusted.....

    Cross-firing between the 7 and 8 wires

Wow that would be a problem, but I would think as long as the wires and cap are good that shouldn't be an issue...?

Will a stockish 289 take it in the 10s.

289s and 302s are high rev engines, not really known for high HP, not that they aren't capable of it. I don't see how a 289 could make 10s. The castings weren't designed for much over 450hp and that's kind of pushing it a little. Again it'll take it, but not long. 350HP is practical and 140...

What do I test to know if the ECM is switching from open to Closed loop?

The O2 sensors don't keep you in open loop, they aren't even a factor til the engine is warm. Your coolant temp sensor keeps you in open loop til the engine is warm (it gives time for the O2 sensors to heat up as well). Once the engine reaches a pre programmed temp, the system goes to closed...

    1991 5.0 missing when hot

Tfi could be it true, but any faulty ignition part will misfire when hot, plugs, shorted wires, cracked cap, corroded wire, bad coil... RPM goes up, dwell time is shorter. Ign circuit resistance doesn't allow the voltage to build up in the coil or transfer properly in the secondary... just my $.02
