what does tsb stand for? ok so since the fluid isn't supposed to be higher than the fill hole there probably isn't supposed to be any fluid in the shifter part of it right?

Im currently installing a short throw shifter into my 2002 gt. I drained the fluid and then i put about 3.6 quarts of new fluid back in. However the fluid does not come up into the shifter part and I was wondering if it was supposed to. Does anyone know if there is supposed to be fluid up...

it's not in terrrible shape but it needs some work to fit, and it's fiberglass so there are some imperfections. i thought this seemed reasonable. does anybody else have any input on this? am i getting ripped off?
