If your using the stock gauge to determine your oil pressure you might as well not even pay attention. They are historically inaccurate and are literally a dummy gauge. Get a real oil pressure gauge and double check things.

How can I tell if the PVC is bad? Simply remove it and inspect it visually? Does the upper intake have to come off to remove to PVC?

Well from what I can tell the there is no leak from the PVC. There is no oil on the back of the engine that would lead to it running down and around to the bottom.
