Car won't start

I have a 98 Oldsmoble LSS non super turbo that all of a sudden would not start. Every-thing sounds good but it won't catch. We have looked at everything except the fuel pump and the fuel pump relays which are not where the book says they should be. The fuel pump is suppose to be an in tank fuel pump but I have noticed a hum-whine noise coming from under the passengerside for quite some time when it is idyling. This noise became alot louder before the car decided to quit. It is not getting fuel as my husband checked the fuel line. We are not sure if it is the fuel pump, sending unit, or just a relay. Is there a way to tell the difference? Can you tell us where the relays for the fuel pump might be in my car? Could it be anything else that would cause the noise? The car was also missing intermittently before it quit but the not catching bit it did not start until a few days before it quit and then it would catch on the second or third try before that it would start right away.
