Floor shifter rebuild question

I have two 67 stock floor shifter assemblies as I'm trying to piece together a correct one for my lower console. They both have a hogpodge of different nuts, washers and wrong bushings from prior rebuild attempts.

I bought the two correct replacement bushings and I think I may have the correct washers and nuts to make one good rebuilt unit. Does a steel washer go between the shifter lever and first outside bushing, then insert into housing placing second bushing backed up by second steel washer? Next locate shifter itself and attached with bolt, sound correct? Also, should I lube the thumb plastic/cable mechanism with some lube (white lithium or silicon?) or clean and leave dry?
