My sister's headlights on her 2000 V6 have a fog to them on the inside of the headlight... is there any way to get rid of it?

Take it to the dealer. The car should still be on warranty. Ford will replace them. Lots of Mustangs have this common problem with the lights fogging up. The only thing which you can do to remedy this problem is to replace them with brand new headlights. Water and condensation tend to get into the headlights and cause this problem. It is very common.
