I have a turbo, a cat, and no muffler. I'm about to move to indiana, and the car isn't quite done, but i'll need to get it tested right away, SO, muffler needed, or just a cat?
I just moved into lake county, but i don't have to get tested since my rides an 03. Based on what i hear at work though, Lake county is a pain. It's probably a safe bet you need a muffler.

i'll tell you from experience its a pain out here you need cat+muffler+no leaks+no riggin and hope that your levels are low. what year is your car and what kind of work do you have done?
