I have an 2000 gt with 40k miles, I'm going to get a blower soon, and to run more than 10psi, is it better to rebuild the stock 4.6 block with forged internals?, or do an engine swap?

swap for what? If you have the money for a forged block, get it. At least that way you still have your stock to throw back in there if something goes wrong.

"6 of one, half-dozen of the other." There's really no difference if you have a reputable shop close by to do a forged rebuild. The only part of your shortblock they will use is the block itself. Everything else will be new. Blocks are cheap, so if you have somewhere to store your's, you could just buy a total forged shortblock. Or, you could sell your stock shortblock to help fiinance the purchase of a forged shortblock. This would allow you to switch to an aluminum block for less weight.

is it better to upgrade the block in the process, or just stick with the stock block?

Upgrade to what? Just use your block or buy an aluminum block. I got one for $300.
