    Power Steering Problem

    I just bought a 1991 GT with a power steering problem. I can turn the wheels but it is hard, the fluid is full, there are no leaks on the ground, i cannot hear any noises, and the belt is tight and not slipping. what could the problem be? thanks, Tag
