If you want low end torque, get a power adder (turbocharger or twin screw supercharger such as a Kenne Bell) or nitrous. As you have already found out, cams will give you more peak power at the top end, maybe a little midrange.

As stated - Pulleys and Dynotune will get you close to 320. The tune and a chip are together. Just a chip is not as good. MAF is not worth it, but may give you a couple of horses at best. A good tuner can get you some more timing. Throttle bodies are worth nothing NA on a 99-2001 cobra...
