Idle surge increasing with more timing!

What could the reason for this be? As I turn the dizzy to advance timing, the surge gets worse. at around 12* it idles smooth. Could it be rockers?

As you advance global spark, the idle will increase. If you start to get above the commanded idle, it can start to surge.
