Squealing belt is driving me insane

I'm on my 5th brand new belt and I'm nervous to even go to oreilly's and exchange it again. I have under drive pulleys and no a/c or smog pump. I have my belt routed according to the diagram thats on this forum , the belt I have is a 71.5 and I re-indexed the tensioner to take some tension off of it. I started once I changed the way it is routed versus the factory a/c way with a shorter belt. It squeals like hell when I get into the rpms. I even sanded the paint spots on the water pump pulley to make sure that wasnt the issue and cleaned the rest of the pulleys with a light wire brush.

I've seen set-ups where the alternator has a tension adjuster and completely do away with the tensioner, but I dont know exactly where to find that set-up. I almost want to get all new pulleys new belt and do that tensioner set-up to eliminate this problem. In a matter of days a brand new belt will start making noise.
