I live in Fl. but, looks like I might be moving to Virginia. My question is does the smog pump and assembly have to be on the car? I know they visually inspect for the cats but, I have aftermarket heads and no smog system .

The father in law said all they did to his Explorer was put it on the lift, check and see if there were cats and took his money. I just don't wanna keep going with my mods if they look and see if the smog pump is still in there.

Virginia does not require the sniffer test, they just do a visual. Depending on where you go, they will almost always look to see if you have cats. (i know a guy in lexington that will inspect it:D

The only places in VA that require a sniffer test are up north around DC (Fairfax, Manassas, etc) aside from that, you're golden. I'm in Norfolk and I've NEVER had anything more than a visual cat inspection depending on where you take it, they may not even do that.

Emissions come down to Stafford county. yes some places are more strict than others when it comes to the visual. Here's some details of the inspection and the code. Hope it helps.

17. – INSPECT AIR POLLUTION CONTROL SYSTEM (1973 and Subsequent Models) FOR:
