I was interested in possibly buying some bullitt 17" rims. Right now I have 16's on my car. Will I actually notice a difference in handling, only going up one inch, having the same diameter wheel?

The real difference will be the extra half-inch of tire gripping the road.

go for Cobra rims, they will allow you to get Cobra brakes down the line.

well still, will i notice a difference going from 16 to 17 inch rims? I mean that will add about 3.3 inches of tire on the circumfrence, to grip the road, and what will the ratio of added weight to improved handling be? is it even worth it?
