Would a 99 have ABS? I'm wondering this cause if I press hard on my brakes the car will lock up. I figured it should being a 99 but I have no clue. If it should what can I check to fix the lock up problem?

ABS was still an option in those years. My '01 doesn't have it either, which blew me away when I realized it.
It's an option your year so if you have it depends on if it was ordered with ABS.
To check, see if you have an ABS light that comes on when you start the car and then goes out after 5 seconds
