CALIFORNIA EMISSIONS ?

Buying an 06 vert out of state. Its coming from California cross country to me in NYC. I am not familiar with the California Emissions on the car. What does this do to the power ? Can it be removed ?

I had to have a look in my paperwork to see where I saw something about CA having different spark plugs. I found it. In the pamphlet for the Premium Maintenance Plan it states that Spark Plugs are covered if they fail due to normal wear (Except in California). What's that all about?

WAG: the plugs are not different -- the gasoline is.
 
so, since the gas is different, and the plugs are not covered on the Premium Maintenance plan, does that mean that since I live in CA I can expect my plugs to not last as long as they do in Kentucky?
