Can't shift out of park when cold

    My brother has a 98 with a 6 cyl. and automatic. When the car is cold, he can't shift out of park (with his foot on the brake) - he has to let the engine run for a few minutes. This happens both when the car is parked overnight and if it hasn't been run for 5 or 6 hours and the weather is below 40 degrees.

    He has noticed it idles a bit high when cold, about 2000, but otherwise no problems.

    Is this a problem with the neutral/park switch, or??
