Headlight adjustment?

This sounds dumb but i cant find the adjusting screw for the headlights on my 96 gt??? where the crap are they?? Put in some replacement so called brighter bulbs and they are alot brighter but they are WAY to low infact i can drive around on bright all the time and nobody gets bothered by it.. dim is pretty much useless.

there are two on the outside portion of the light bracket. Height isn't that hard to adjust, my driver side light is pointing too much to the left but i cant do squat about it because the adjuster is behind the inside corner (near the grill) of the light. Cant get to that w/out taking off the lamp - which took breaking off the black plastic nut thingy on the stocker to get off
