Ok, got all the vacuum lines in the right place now, still surging but not as bad. It settles to a steady idle after a minute or so around 950rpms. Took it for a drive and is running really poor, doing everything from backfiring to turning off. There is one bolt that is missing that helps connect the upper intake to the lower intake and could also be the cause to a whistling noise we are hearing. I guess we are going to get the bolt that is missing and go from there, but it involves taking the upper intake off so it may be a week or so (thanks to my work/school/military obligations) before I'll be able to say anything more.
