I Have A 73 Mustang. The Ignition Stays On Even If I Attempt To Shut It Off And Remove Key.

I have a 73 mustang. The car stays running even if I shut off and remove ignition key. This only happens in extreme cold weather and the key is hard to turn. Any ideas or comments would be appreciated.
