How the hell do I get it off on my 1999 Cobra? Am I an idiot or what?

take the tension off the tensioner, slide it off.
    Not hard at all.
    Proper tool helps big time.

On the end of the tensioner arm there's a square hole that a 1/2" drive ratchet or breaker bar will fit in...then just pull or push down on the bar/ratchet and the tensioner will release the belt so you can take it off...Then to put it back on do the reverse...it's easier to get back on if you have a buddy hold the tensioner down while you put the belt back up over the alternator pulley...
