Best carb, intake, cam combo for a GT-40 of of a explorer?

If you're going carb, the style of EGR on the Exploder engine does not matter... It only affects the intake, and comes into play if you're staying injected.

If you NEED to retain the EGR with a carb, you're limited to either the Performer 5.0, or the stock '83-'85 4V intake. You will also need the EGR plate and valve from an '83-'85 carbed mustang. The plate is available new from Edelbrock, and you can get the valve at any parts store, or if you're lucky you can score used ones from the wreckers or Fleabay.

IMHO, with what you have planned, retaining the EGR is kinda pointless. Go with a Weiand Stealth or Performer RPM and forget about it.

Your desire to pass emissions and run a carb are at odds with one another. You first need to find out what exactly is required by your state to pass before you buy anything. In many states the carb alone would be enough to fail the visual inspection, never mind the sniffer on a wheel.

BTW, IMO the Explorer engine is not a GT-40 engine. It's an Explorer engine. According to the 2007 Ford Racing catalog the GT-40 engine has either a E or B cam, roller rockers, X303 aluminum heads and about 120 more horsepower than your Explorer engine.
