Restoring 10 hole wheels

I'm restoring the 10 holes on my car and have a few questions. I've already taken the clearcoat off the wheels and want to know if I can "polish" the wheels to look almost chrome like. If so can I sand these to get the "look"? How do I go about doing this, by hand or with a sander (orbital) ? I want to polish these before I reclearcoat them. Any help would be appreciated. If you decide to use sandpaper then use wet sand paper. Start with like 800 grit and work your way to 4000.

I wouldn't recommend it though. Get some Mothers and a few different size and sahped buffing pads for both hand use and drill head use to work up the shine that way. Also... do a thread search for "10 Hole". I seem to remember some pretty good tips in that thread and some pics too.
