Start your car and let it run a while before you get in and go.

My car takes about 10-15 minutes to warm up when its 20-30*F

My whole cooling (heating in this case) system was replaced during the summer.

Make sure your thermostat isn't stuck open and that your heater hoses are clear.

Otherwise thats just how they are...
 
Run a 180 or 190 degree t-stat will bump it up a bit. Probably will want to swap it before it gets too hot depending on where you live. I don't know what is stock but your fairly safe going 10 degrees higher on a non boosted car. There might be something that can be done if you have an electric fan, adjusting it could help. I have only started mine and let it sit so far but I can tell it's going to be the same way. My SVO's had no problem heating up. Too bad 1 of them didn't have a heater core or A/c.
 
Also it wouldn't hurt putting a piece of stiff cardboard in front of your rad to restrict air flow a bit. After swapping thermostats, I had to do that as it still wasn't blowing massive heat. Now temp guage is sitting half way and my feet are nice and toasty...
