Update the rules to say that images larger than 650x150 are not allowed.

It is not that hard to understand...

Display size has been limited to 650 x 150. If your image is larger than this, it will be resized so no worries to make it special to fit. For those of you who are concerned about bandwith or slow loading pages due to images in signatures, please turn off 'display signatures' in your user control panel.

Duping the system to prove a point is rather immature.
